Efforts to move forward at a dull speed

Government forces have lost control over most of Burma, and it was dangerous or impossible for help groups in many places even before the earthquake.
Military attacks and people from some anti-sugar groups have not stopped after the earthquake, although the Chhaya Opposition National Integration Government has called a one-sided ceasefire for its forces.

It was not immediately clear whether the army was disrupting humanitarian aid. In the past, it initially refused to allow foreign rescue teams or several emergency supply after Cyclone Nargis in 2008, resulting in over 100,000 deaths.
