Pakistan has agreed on the demand of IMF that all new infrastructure projects costing more than Rs 7.5 billion should have its Planning Commission (PC -1) paperwork posted on the PC website. Top official sources said the government would increase project assessment and climate screening assessment to prioritize the most impact infrastructure.
The official said that Pakistan and the global lender have decided to expand the budget tagging system of the federal government to include grants and subsidy expenses. The official said that they would also use the same process to tag the expenses of the provincial government.
It is also committed to IMF to tag climate-hiratory expenses and work towards tagging the direction of trekking and coordinating budget tagging with other green classification. The government will update the project selection criteria for the public sector development program (PSDP) to prioritize climate-friendly projects.
Climate change ideas will be responsible for at least 30% selection criteria for infrastructure projects. A transparent scoring system will be developed with clear protocols for evaluation of projects.
The government will publish the distribution of scores for new projects by August 2026. In addition, Pakistan will report on the selection process and publish scores for each project annually approved by the Central Development Work Team (CDWP) and the Executive Committee of the National Economic Council (ECNEC).
Pakistan will also implement adaptation and mitigation evaluation by the end of August 2027. All new major infrastructure projects will act as climate vulnerability, adaptation and mitigation as an important requirement to include in PSDP.
